The Department of Welfare will be responsible for issuing ID cards for all of the citizens. Every citizen will be required to have an ID card – even a 6 month old baby. However, the card will not perform every function. The National ID card is used for many roles, and not just identification. The ID card will be used for the following resources:
- Bank debit card
- Healthcare card
- Identity verification (with photo only)
- Keycard for public housing solutions
- Licenses
Minor Card
Anyone under the age of 8 years old will be issued a non-photo ID card. With having a card, there will also be a bank account. However, the money will legally be the minor’s and no one has access to the money until the child turns 13 years of age. At this point, they can apply at the Department of Welfare and unlock their bank account. This will also be the time they receive their GIN, and as with all people getting their GIN for the first time, they will be informed that the number is secret, and should never give it anyone unless they call 711, or visit the Welfare office.
A minor card will not carry the same weight as a standard card. The child will not receive their GIN until at least the age of 13. While in school, children will be taught financial literacy, and financial responsibility classes. This will help them navigate the complex world of money, especially when their bank account gets unlocked.
Standard Card
After the age of 8 years old, the citizen will have a standard card. This card will require a photo ID, and be available to all services that one will expect from the ID card in Kaldus. Some things such as bills can not apply to the child, not because of the card, but because of the age. In example, if a child was to get a telephone number, it will have to be under the parent’s name, but tied to the child’s NIN. The parent will be responsible for paying the bill, even though the number will show the child’s name in the caller ID information.
