There are 3 numbers that is of importance for identification with a citizen in Kaldus. The first is an GIN (Government Issuance Number). The second is an NIN (National Identification Number). Both numbers are important, but they serve different roles. Each role is important for applying for services, or setting up billing accounts. There is also a GAON (Government Authorization Order Number). This number is used to protect the GIN, and intended when opening new services.
The GIN is private and should never be disclosed unless the citizen dial 711 from their phone. 711 is the direct dial number to the Department of Welfare which issues GINs, and NINs. The GIN is assigned at birth, and is not disclosed to anyone (including parents). At the age of 13, the citizen can go to a welfare office, with proof of identity such as a birth certificate, be ready to provide their biometric information which will likely be a retina verification scan. This scan was taken at birth, and updated every year during eye exams. This information is sent on a closed network to the Department of Welfare. When the citizen enters the Department of Welfare, this verification will prove their identity. They will be provided their GIN and told that it is a very secret number, and they should not give the number to anyone unless they called 711. Even if 711 calls them, they should not give the GIN. The GIN will be a 16 digit number.
The second number is the NIN. This will be a 9 digit number that is unique, and provided to the citizen when they acquire their GIN. At which time, they will be issued a photo ID card which will have all of the details you would expect from an ID card, and more. The NIN is a public number, and it doesn’t matter as much if someone else knows the number. The NIN will also be the account number with the Kaldan National Bank. This will be setup automatically when acquiring the ID card. This ID card will be presented along with a GAON to activate new accounts, whereas the ID card is needed when modifying services.
The GAON is provided for each new account. A citizen can only have 3 GAONs at a time. For example, a ciitizen might need to start telephone services. They will log into the portal (https://portal.gov.ka), or go to the Department of Welfare to acquire a GAON for opening a telephone service account. When logging in, they will be required to provide the GIN, NIN, and password on the portal’s site to gain access. The password was setup by the citizen when acquiring their GIN from the Department of Welfare. Once the citizen filled out all of the information required, they will be issued a GAON which is applicable to that particular interaction. They will provide this GAON, and their ID card for when setting up service. The GAON is designed to never leak the confidential GIN, while allowing the NIN to be a public number. Someone for example can not take your NIN, and add new services in your name as they do not have a GAON which can only be acquired by logging in, or contacting 711 to get a GAON which requires the GIN to prove identity. This is why the GIN is so important to keep confidential. The GAON is also required for opening a credit card, or taking out a loan. Again, to get a GAON, you must have your GIN, and NIN combination.
